A stopover in Doha can be used to rest inside Hamad International or visit Souq Waqif and the seafront. The decision depends less on the advertised duration than on the time you retain after immigration, transportation and return to the gate.
With less than 6 hours, it is usually prudent to stay at the airport. From 7–8 hours a short departure can be viable if you can enter Qatar, your luggage continues to the destination and the connection is protected.
